Background and History

Trinity County office of Education (TCOE)  TUPE programs supports and provides technical assistance to all of our districts, and includes classroom-based substance abuse prevention programs, intervention and cessation services, and youth development activities, such as peer education.

  • The 1988 Tobacco Tax and Health Protection Act of (also known as Prop 99)
  • The 2016 CA Healthcare, Research, and Prevention Tobacco Tax Act (Prop56)
  • The 2024-2027 CA Department of Education Tier 1 Cohort T Grant

Every Trinity County school district is receiving assistance to support Tobacco Use Prevention Education for students, staff and parents. TCOE works closely with each district to provide educational resources. Most of our school districts have a TUPE site coordinator and are using the Stanford Tobacco Prevention Toolkit and the Catch My Breath curriculum to educate students on the effects of vaping. The use of tobacco, e-cigarettes (vaping), and marijuana is strictly prohibited on all campuses.

Educational Prevention

  • CATCH My Breath (adopted middle school curriculum)
  • Stanford Tobacco Toolkit (adopted elementary, middle and high school curriculum)
  • Classroom Presentations (available by request, contact TCOE's TUPE Coordinator)

Intervention & Cessation

  • My Healthy Future (a self-paced intervention online course)
  • Kick It California (a voluntary cessation program for ages 13 to adult)
  • This is Quitting (a free and anonymous text messaging program from Truth Initiative designed to help young people quit vaping)
  • Cessation (for students who are ready to quit tobacco - contact TCOE's TUPE coordinator for more information)
  • Organize a cessation group (contact TCOE's TUPE coordinator if you'd like assistance starting a group at your school site)

Youth Advocacy

  • Club Live (developing youth leadership and promoting youth voice)
